I remember ARD sir (Former Professor at DRTC, Indian Statistical Institute) talking about the state of research and development. He used to say most of the research is politically motivated and intends to harm or loot the people. A fraction of research is indeed for welfare. Indexes are no exception. Many so-called global indexes are either following the path of majority of the research or critically lacking in their methodology. In the present context, The Global Liveability Index's generalisation seems flawed. The index ranks 172 global cities based on five parameters(weightage in %): Stability(25%), Healthcare(20%), Culture & Environment(25%), Education(10%), and Infrastructure(20%). There are many questions about the methodology of this index. The first question is what is the basis of the weightage for each parameter.  Ranking requires a benchmark, and the claim of ranking highly relative aspects such as culture seems far-fetched.
